(Oscar Delgado, Parking Operations Manager (Rod Marquez, Parking Operations Officer) (Joan English, Director of Transportation and Public Wor STATEMENT ON THE SUBJECT: The City Council will consider approval of a five year contract with two 2 -year extensions with Serco Management Services, I'nc. to provide Parking Enforcement Services. RECOMMENDATIONS: 1. Approve a five year contract with Serco Management Services, Inc. to provide Parking Enforcement Services in an amount not to exceed $1,664,414 for fiscal year 06/07, $1,776,199 for fiscal year 07/08, $1,831,574 for fiscal year 08/09, $1,921,208 for fiscal year 09/10 and $2,015,145 for fiscal year 10/11. 2. Authorize the City Manager to sign the contract. BACKGROUND ANALYSIS: The City of West Hollywood has contracted out its on- street parking enforcement functions to a private firm since 1992. The original contract was awarded to JL Associates; in 1998, JL was bought by Serco Management Services,.' Inc. The current contract, which expires on June 30, 2006, was awarded based on a competitive RFP - issued in 1999, and the City's renewal options have been exhausted. Therefore, the Parking Division commenced a new procurement process in late 2005. Few cities contract out parking enforcement, and therefore few firms provide this type of service. To assist the City in attracting the widest possible interest in its procurement, staff hired Joseph Spencer of Spencer Consulting Services to act as facilitator.
