NEW BUSINESS <br />MAY 1, 1995 <br />SUBJECT: RESOLUTION PROVIDING FOR A DISCLOSURE OF <br />INFORMATION ( "WHISTLE BLOWER ") POLICY FOR THE <br />CITY OF WEST HOLLYWOOD <br />INITIATED BY: CITY COUNCIL AND <br />CITY MANAGER'S DEPARTMENT <br />-------- - - - - -- <br />STATEMENT OF THE SUBJECT: <br />The City Manager's Department and all employee bargaining units recommend that the <br />City Council establish a Disclosure of Information "Whistle Blower" Policy as provided <br />in the attached Resolution. <br />RECOMMENDATIONS: <br />1) Adopt Resolution No. 95- , Disclosure of Information ( "Whistle Blower ") <br />Policy for the City of West Hollywood <br />2) Direct the City Manager to inform all current and future employees of the policy's <br />existence. <br />3) Direct the City Manager to immediately put in place the mechanics to implement <br />the provisions of the policy. <br />BACKGROUND AND ANALYSIS: <br />The City of West Hollywood has been attempting to establish a Disclosure of Information <br />or "Whistleblower" Policy for several years but has not been able to achieve consensus <br />agreement between all parties concerned. During the Meet and Confer process over the <br />1994 -96 MOUs, the Council directed the Assistant City Manager to raise the issue of a <br />Whistleblower Policy with the bargaining units and work to achieve agreement on a <br />policy that would address the needs and issues of all concerned. Whereas in the past <br />negotiations were conducted separately with each bargaining group, during the last four <br />months the Assistant City Manager met with one employee group consisting of <br />representatives of each of the City's Bargaining Units and the Human Resources <br />Division.
